The "Peace and Order Agenda for Transformation and Upholding of the Rule of Law Concept" or the PATROL Plan 2030 is a comprehensive plan aimed at promoting peace, security, and stability, while also ensuring that the rule of law is upheld and justice is served [1]. This agenda seeks to address the root causes of conflict, violence, and crime, and to create an environment in which individuals and communities can live in safety and security.


The Performance Governance System Framework is a performance management and measurement tool that aims to translate organizational goals into breakthrough results guided by a set of performance indicators and metrics. It provides balance on all perspectives that are closely related and interconnected to the PNP's issues and concerns as it moves toward the realization of its vision. [2]


The PGS has four stages. The first is initiation, which involves the identification of objectives, strategies, and impact indicators towards the attainment of the institution’s vision. Next, compliance involves the alignment of the whole organization with its strategies. Furthermore, proficiency involves successful strategy execution. Under the guidance of the Office of Strategy Management (OSM), systems and processes will continuously be refined such that scorecards will evolve into inherent processes. Lastly, institutionalization and good governance are integral to the organization, resulting in breakthrough results. Furthermore, through the stages of the PGS, clear processes also evolved to ensure the sustainability of the framework. [3]


For a Cadet, the PATROL Plan 2030 is highly relevant as it provides a guide for behavior and conduct both during and after their training. As future leaders of the PNP, Cadets are expected to be models of good conduct, following the rules and regulations of the institution and upholding the values and principles of the PNP. It emphasizes the importance of upholding the rule of law, which means that all Cadets, regardless of their rank or position, are subject to the same laws and regulations. This principle ensures that all Cadets are held accountable for their actions, and justice is served impartially. The concept of the rule of law is also relevant in shaping the Cadets' behavior and conduct when interacting with civilians, as they are expected to be respectful and observant of the laws that govern society.


Moreover, the PATROL Plan 2030 promotes the values of discipline and respect for authority, which are also essential traits for a cadet. Cadets must learn to follow orders from their superiors, work together as a team, and conduct themselves with discipline at all times. These values are critical in shaping the character of a Cadet and preparing them for their future roles as leaders. It also emphasizes the importance of community engagement, which is highly relevant to the life of a Cadet. As future leaders of the PNP, Cadets must engage with the community, understand their needs, and develop strategies to address their concerns. This engagement is critical in building trust between the military and the community and fostering a sense of shared responsibility for peace and order.


In conclusion, the PATROL Plan 2030 is highly relevant to the life of a Cadet. It provides a framework for behavior and conduct that is essential for the development of the Cadet's character and their preparation for leadership roles in the PNP. By upholding the values of the plan, Cadets can become models of good conduct, both during their training and in their future careers, and contribute to the promotion of peace and order in the Philippines.
